LNG in a medium-speed Otto engine clears the 2025 limit by 0.13 — and misses 2030 by 3.51.

Both numbers are gCO2eq/MJ, and both fall out of the regulation's own factors rather than anyone's model. Methane slip is the reason: Annex I counts fuel that leaves the engine unburned as methane, at 25 times the weight of CO2, so a 3.1 % slip gives back most of what the molecule saved.
